You can setup different shipping costs for different types of members. You may choose to make shipping free to retail customers, but calculate wholesale shipping costs based on their location and the number of items ordered.
To start with, you'll need to create or edit a shipping method. You then link the member group (e.g. retail) to the shipping method.
